Orange County, North Carolina dates to 1752; its county seat of Hillsborough hosted the state's Constitutional Convention in 1778. Today the county government serves more than 140,000 residents across 400 square miles between the Research Triangle and the Triad, taking in Chapel Hill, Carrboro, Mebane, and Hillsborough itself. A seven-member Board of County Commissioners sets policy, advised by more than 30 citizen boards and commissions, and the departments underneath run services from animal control to zoning.

The county's Health Department carries its clinical work from two sites, the Whitted Human Services Center in Hillsborough and the Southern Human Services Center on Homestead Road in Chapel Hill, staffing public health nurses, certified medical assistants, and community health programs.
