Santa Clara was among the twenty-seven counties California established in 1850, and it now runs under a voter-adopted charter, with a five-member Board of Supervisors and a County Executive who appoints most department heads. It puts its own headcount above 24,000. Past the usual county business, it operates Santa Clara Valley Healthcare with four hospitals and a network of primary and specialty care clinics, 28 parks over more than 50,000 acres, 62 miles of expressways, two general aviation airports, branch libraries in eight cities, and two fire districts.
