Under limited supervision, directs and supervises the Office of Pharmacy in planning, organizing, developing, implementing and evaluating statewide public health pharmacy services in the S.C. Department of Public Health; serves as primary advisor and coordinator of pharmacy issues for Public Health program areas; establishes policies and procedures and develops standards for Public Health's provision of pharmacy services.
Manages operational, professional, clinical activities of pharmacy services: 1) Directs all aspects of pharmacy services provided by Public Health, 2) Maintain/applies in-depth knowledge of current state and federal pharmacy related regulations, 3) Provides leadership for planning/maintaining pharmacy information systems, 4) Provides expertise for third party billing of pharmacy claims, 5) Maintains proper licenses, permits, and pharmacy enrollments with required state/national entities and billing related organizations.
Serves as Administrator for SC Department of Public Health 340B operations: 1) Manages and coordinates SC Public Health 340B contract pharmacy operations at SCDPH, 3) Provides oversight and coordination of invoices, contracts, and agreements associated with 340B contract pharmacy operations at SCDPH, 4) Ensures enhancements and optimization of 340B contract pharmacy operations at SCDPH, 5) Reports and tracks cost avoidance activities for 340B contracted pharmacy operations at SCDPH.
Manages participation of Public Health programs in the federal 340B Drug Discount Program: 1) Develops and manages adherence to 340B policies to maintain the integrity of the 340B program, 2) Manages accuracy of Public Health entries on HRSA Office of Pharmacy Affairs Information System (OPAIS), 3) Provides 340B guidance to program areas, 4) Manages enrollments of covered entity sites with 340B Prime Vendor Program.
Manages and provides guidance for pharmacy-related functions with other Public Health program areas: 1) Maintains processes that adapt to and promote pharmacy-related changes necessary to assure program areas' compliance with state and federal regulations, 2) Provides recommendations to assist Public Heath program areas in resolving pharmacy-related issues 3) Participate in emergency response training and activities related to pharmacy needs.
Manages pharmaceutical purchasing accounts: 1) Maintains compliance of SCDPH's pharmaceutical accounts with requirements of the federal Drug Supply Chain Security Act (DSCSA), 2) Maintains accuracy of Minnesota Multi-State Contracting Alliance for Pharmacy (MMCAP) roster of DPH accounts, 3) Prepares, submits, manages new applications for MMCAP participation of DPH's pharmaceutical purchasing accounts, 4) Serves as statewide pharmacy contact for MMCAP pharmaceutical management, 5) Monitors, maintains, and serves as the point of contact for pharmaceutical wholesaler accounts for all DPH program areas, 6) Submits changes, additions, corrections of DPH's pharmaceutical accounts to the wholesaler, 7) Assures accuracy of wholesaler accounts by maintaining crosswalks of wholesaler accounts to 340B ID numbers, MMCAP, IDs, 340B Apexus participation, ship-to county sites, Board of Pharmacy permits.
Manages Pharmacy Services component of Opioid Overdose Prevention Initiatives: 1) Maintains a working knowledge of the SC Overdose Prevention Act and Board of Pharmacy requirements/polices to ensure proper dispensing of naloxone; 2) Coordinates communications with the wholesaler, pharmaceutical manufacturer, specialty distributor, MMCAP, DPH Procurement, State Fiscal Accountability Authority, DPH program areas and other agencies or organizations and region pharmacists to assure shipment and receipt of naloxone, 3) Establishes and maintains policies and procedures to assure appropriate provision of DPH-dispensed naloxone to recipient individuals and organizations, 4) Develops and maintains forms and other documentation to verify the provision of services related to naloxone and compliance with regulations, policies, and grant requirements, 5) Serves as DPH liaison to the SC Board of Pharmacy for DPH's naloxone dispensing initiatives, 6) Provides ongoing oversight and management of the operational, professional, and clinical activities associated with the provision of DPH-dispensed naloxone to law enforcement organizations, other first responders, and substance abuse treatment centers.
Other duties as assigned.State Minimum Requirements: A bachelor’s degree in pharmacy or pharmacology or completion of a Doctor of Pharmacy (PharmD). Licensed as a registered pharmacist by the South Carolina Board of Pharmacy. Some positions may require eligibility for certification as a law enforcement officer.
Agency Additional Requirements: Broad knowledge of principles, theories and practices of public health pharmacy. Extensive knowledge of State and Federal laws governing pharmacy services. Ability to work as part of a multi-disciplinary team and with a wide variety of individuals, groups, professionals, organizations, and associations. Demonstrated ability in policy development and program planning. Knowledge of computerized drug inventory systems. This individual works under limited supervision of the Director of the Bureau of Clinical Services. The employee has a high degree of personal initiative, responsibility, judgement and decision-making skills related to public health pharmacy services. Must have valid SC Driver's license. Statewide travel required.

South Carolina registered pharmacist with at least three (3) years' work experience as a Registered Pharmacist required. Extensive knowledge of state and federal Laws governing pharmacy services. Excellent written and verbal communication skills.
